How it happens

Why Busy Plumbers Still Owe the IRS

Service plumbing pays fast and from every direction. One customer taps a card at the door, another pays through an app, a property manager mails a check, and a few still hand you cash. Your card processor reports every card payment to the IRS on Form 1099-K, with no minimum at all (IRS, Form 1099-K).

None of it comes with tax set aside. Parts go on the supply-house account, the van needs tires, and the estimate you meant to send in June becomes next month's problem. If you expect to owe $1,000 or more, the IRS generally expects those quarterly payments, and a penalty can apply to each period you came up short (IRS, estimated taxes).

Then there are the apprentices. Most plumbers learn in a four- or five-year apprenticeship with about 2,000 hours of paid on-the-job training a year (BLS). The tax you withhold from those paychecks is held in trust for the IRS. Skip the deposits, and that debt can be assessed against you personally (IRS, trust fund recovery penalty).

Most plumbers work for a shop. BLS counts about 510,600 plumbers, pipefitters, and steamfitters, and 65% of them work for plumbing, heating, and air-conditioning contractors (BLS Occupational Outlook Handbook). So most plumbing businesses are employers, with a Form 941 due every quarter and deposits due long before that.

The work doesn't keep office hours either. BLS notes plumbers are often on call for emergencies, nights and weekends included. The money that comes in at midnight, in cash or on a phone, is the money most likely to go unrecorded, and unrecorded income is exactly what a bank-records audit is built to find.

How an IRS Audit Rebuilds a Plumber's Income

When the books are thin, the IRS doesn't need them. Its manual describes a bank deposits and cash expenditures method built on a simple idea: money you receive is either deposited or spent (IRM 4.10.4.5.4). The examiner totals your deposits, takes out what isn't income, like loans and transfers between accounts, then adds what you spent in cash.

The manual recommends that method when records are unreliable, incomplete, or missing and the deposits look like they come from a business. For a one-van shop with invoices on a clipboard and payment alerts on a phone, that can describe a perfectly ordinary year.

Cash you spent is the risky part. If you paid for something in cash, the IRS treats that cash as coming from a taxable source unless you show otherwise, and the burden of showing it is yours. Good representation means finding the loan, the gift, or the savings behind those dollars before they get written up as income.

Questions Plumbers Ask About the IRS

Does the IRS See My Card, App, and Cash Payments?

Card payments, yes: your processor sends a 1099-K for every dollar. Payment apps report once you pass $20,000 and 200 transactions. Cash and direct transfers may never show up on a form, but they land in your bank records, and an audit can reach those. Reported or not, all of it is income.

Can the IRS Take My Service Van?

It can seize vehicles, but for business property you use as an individual, a senior IRS official has to approve the levy in writing after finding your other assets won't cover the debt. And the IRS has to release a seizure in some cases, such as when an installment agreement doesn't allow it to continue.

Am I Personally Liable for My Apprentices' Payroll Taxes?

You can be. If the withheld income tax and the employees' Social Security and Medicare weren't paid over, the IRS can assess the trust fund recovery penalty against anyone responsible who acted willfully, including whoever signs the checks. You have 60 days from the proposal letter to appeal, and we use that window.

What Happens If the IRS Levies My Card Processor?

Your processor owes you for each card sale from the moment it happens, so a levy can catch settlements before they ever reach your bank. And unlike a bank levy, there's no 21-day hold on that money. We file Power of Attorney and ask for a release tied to a plan, and the IRS decides.

I Got a CP2000 About My 1099-K. Is That a Bill?

Not yet. A CP2000 proposes changes because what a third party reported doesn't match your return. If you don't reply by the date on the notice, or the difference isn't resolved, the IRS can follow up with a bill. A reply that shows what the 1099-K amount really covers is how you answer it.

I Haven't Filed in Years. Will the IRS File for Me?

It can. A substitute return might not give you credit for deductions, and it comes with a 90-day letter, CP3219N, giving you time to file your own return or petition the Tax Court. If you do neither, the IRS assesses its number. Filing the real years is where cleaning this up starts.
