No state income tax
So when someone in Texas owes back taxes, it's almost always the IRS asking.

Why Good Money in Houston Turns Into an IRS Bill
Houston pays a lot of people as contractors. Offshore and rotation crews, owner-operators hauling out of the port, construction subs, rideshare drivers, contract nurses picking up shifts across the Texas Medical Center. The money is real. But nobody withholds tax from a 1099, and quarterly estimates are easy to skip when the next job is already lined up.
Then April brings one bill for the whole year. Or a slow stretch hits, a return doesn't get filed, and one year turns into three. By the time the IRS writes, penalties and interest are stacked on top of the original tax, and the letters keep getting more serious.
Texas has no state income tax, so for most people here the IRS is the only agency on the other side. That makes it simpler than it feels. We pull your IRS transcripts, see which years are open and what the IRS says you owe, and work from those numbers instead of guesses.

The Houston Workers We Hear From Most
Different work, same pattern: income with no withholding, then a balance the IRS adds to every month. Here's what those cases look like.
Offshore, Rotation, and Oil Field Contractors
Hitches and day-rate contracts often pay on a 1099. A good year with no estimates turns into a balance you can't cover at once. We file the missing years with your real expenses, then set up a plan based on what you earn now, not at the peak.
Owner-Operators and Port Drivers
Drayage and long-haul drivers working out of the Port of Houston get paid through brokers and factoring companies. The IRS can levy those payments directly. We file Power of Attorney, call the IRS, and request a release once a resolution is in motion.
Contractors and the Trades
Roofers, remodelers, HVAC techs, and the subs behind them, with a lot of storm-repair work landing all at once. Cash and 1099 income without estimates is the most common back-tax story we hear around Houston.
Restaurants and Small Businesses With Payroll
Fall behind on 941 deposits and the IRS can hold owners personally liable through the trust fund recovery penalty. We take over IRS contact, get the missing quarters filed, and work the balance into a program the IRS will consider.
Contract Nurses and Healthcare Workers
Travel nurses, locum physicians, and therapists often mix W-2 and 1099 work. High income with no withholding on part of it means a big April balance, and sometimes an IRS notice that doesn't match your records.
Rideshare and Delivery Drivers
Every app reports your earnings to the IRS. If a return wasn't filed, the IRS can fill in the blanks with a substitute return that counts none of your mileage or costs. We file with your real numbers instead.
Your home
Texas Homestead Law and an IRS Debt
Texas protects a homestead from most creditors, and plenty of homeowners in Houston assume that covers the IRS too. It doesn't, fully. A federal tax lien attaches to everything you own, your homestead included, and it tends to surface right when you try to sell or refinance.
The Supreme Court settled this in a Texas case, United States v. Rodgers (1983). A federal court can order the sale of a Texas homestead to satisfy a tax lien, though it has to weigh the rights of a spouse who doesn't owe the debt.
That's the worst case, and it's rare. The IRS can't levy your main home without a federal judge's written approval, and getting into a payment plan or another program usually keeps things from ever getting close.
After the storms
When a Storm Year Turned Into a Tax Problem
Houston has had more than its share of disaster years, and after each big one the IRS pushed deadlines back. A postponement buys time. It doesn't erase the tax. For a lot of people who call us, the year the storm hit is the year the returns stopped getting filed.

The IRS here
Dealing With the IRS in Houston
The IRS has a big presence downtown. Its Taxpayer Assistance Center at 1919 Smith Street works by appointment only, and the same building houses a Taxpayer Advocate Service office. You can go in yourself. Most people would rather not, and with Power of Attorney on file, you don't have to.
Bigger or older balances often go to a revenue officer, a field collector who works your case in person. Since 2023 the IRS generally schedules those meetings by mailing Letter 725-B instead of showing up unannounced. If one came, call us before the appointment date. We can take the meeting for you.
Discreet help
You Don't Have to Explain How It Happened
Owing the IRS can feel like something to hide. Plenty of the people who call us haven't told anyone, and some stopped opening the mail a while ago. That's far more common than it feels, and it's nothing we judge.
Your consultation is free and confidential. Once you hire us and Power of Attorney is on file, the IRS deals with us, so the calls and the back-and-forth stop landing on you.
How We Keep It Discreet
- A free, confidential first conversation
- No judgment about how it happened
- Once Power of Attorney is filed, the IRS contacts us

IRS Tax Resolution Services in Houston
Whether the balance came from rotation work, a trucking business or a restaurant payroll, if you owe IRS money in Houston, these are the tax resolution services we use to settle IRS debt or bring the payment down to something you can carry. Each section explains how the program plays out across Harris County, using the IRS's own local numbers.
IRS payment plans
IRS Installment Agreements and Payment Plans in Houston
$2,971 a month
IRS 2026 housing and utilities allowance for a family of four in Harris County.
A monthly installment agreement is where most cases in Houston end up. If your combined tax, penalties and interest come to $50,000 or less, you can generally get a streamlined plan without giving the IRS a full financial statement.
Past that line, the IRS asks for Form 433-A and measures your budget against its Local Standards. For Harris County, the 2026 housing and utilities figure for a family of four is $2,971 a month. Spend more than that and the IRS generally expects a good reason before it allows the difference.
Our enrolled agents build the 433-A from your pay stubs, bank statements and bills, including the truck note and the commute in from Katy or Baytown, so the payment we propose matches what your month really costs.
Fresh Start
How the IRS Fresh Start Program Works in Houston
$50,000
The streamlined installment agreement limit since the 2011 Fresh Start changes.
Ads tend to describe Fresh Start as one program you enroll in. It's really a 2011 package of IRS policy changes: a $10,000 balance before the IRS generally files a lien, streamlined payment plans up to $50,000, and more room in how an Offer in Compromise gets calculated.
For homeowners in Houston, the lien threshold is the piece that matters most, since a smaller balance often never reaches the Harris County property records. If someone tells you Fresh Start will wipe out your debt, or wants payment in gift cards, walk away. Every case still goes through IRS review.
- Liens generally not filed under $10,000
- Streamlined installment agreements to $50,000
- Offers judged on what you can really pay
Wage garnishment
Stopping an IRS Wage Garnishment in Houston
30 days
After an LT11 or Letter 1058 to request a Collection Due Process hearing, before the levy reaches your employer.
A garnishment has warning signs. First comes CP504, the notice that the IRS intends to levy. Then LT11 or Letter 1058, the final notice, which gives you 30 days to request a Collection Due Process hearing. Let that window close and the levy can go straight to your employer.
Here that employer might be a hospital in the Texas Medical Center, a plant along the Houston Ship Channel, or a school district payroll office. Every payday it sends the IRS whatever is above the Publication 1494 exempt amount, and it keeps going until the IRS releases the levy.
Texas wage protections that stop most creditors don't reach a federal tax levy. What usually ends one is a resolution. Once an installment agreement or hardship status is in place, we have grounds to request the release.
Offer in Compromise
Offer in Compromise Help in Houston
$361 a month
IRS 2026 vehicle operating allowance for one car in the Houston metro area.
An Offer in Compromise lets you settle IRS debt for less than the balance when the IRS agrees you can't pay it all before the collection statute expiration date. The package is Form 656, Form 433-A (OIC), a $205 application fee and, on a lump-sum offer, 20% of the amount you're offering.
The IRS adds up your equity and your future income after allowed expenses. In the Houston metro area, each car gets a $361 monthly operating allowance, plus a national ownership allowance of $703 when there's a loan payment. In a region built around driving, those figures carry real weight in the math.
Before any fee goes to the IRS, we test your figures. If an offer doesn't add up, we'll say so and look at a payment plan or hardship status instead.
Liens and levies
IRS Tax Lien and Bank Levy Help in Houston
21 days
How long a bank holds levied funds before paying the IRS, the window for a bank levy release.
A federal tax lien is the IRS's legal claim on what you own, and in Texas that includes a homestead. The Supreme Court settled it in a case from this state, United States v. Rodgers. A lien doesn't take the house. It sits on the title and shows up at closing.
A levy is different: the IRS reaches in and takes funds. For owner-operators and contractors in Houston, it often lands on the business checking account. The bank holds the funds for 21 days before paying the IRS, and that hold is when we push for a bank levy release by putting a resolution in front of the IRS.
If you need to sell or refinance, we can ask the IRS for a lien discharge or subordination. Your main home can't be levied without a federal judge's approval.
Back taxes
Back Taxes and Unfiled Returns in Houston
62,169 jobs
In oil and gas extraction and oil field support in Harris County (BLS, 2024 annual average).
Harris County has more than 62,000 private jobs in oil and gas extraction and oil field support, and construction employs about 168,000 more. Day rates, per-job contracts and post-storm repair work often come on a 1099 with nothing held back, which is how back taxes start in Houston.
When those years go unfiled, the IRS can build a substitute return from the 1099s it has on record, with no deductions for your truck, tools or travel. The balance looks worse than it is. We replace those returns with real ones before negotiating anything.
Owners with employees often have a second layer: unfiled 941 payroll tax returns. Those come first, because the IRS treats withheld payroll tax as its most serious balance.
Currently Not Collectible
Currently Not Collectible Status for Houston Taxpayers
$2,153 a month
IRS 2026 housing and utilities allowance for one person in Harris County.
When your paycheck barely stretches over rent, groceries and gas, the IRS can put your account in currently not collectible status. Levies and garnishments stop. The debt stays: interest keeps adding up, a lien can still be filed, and the IRS reviews your finances again later.
For one adult living alone in Harris County, the 2026 housing and utilities allowance is $2,153 a month. If yours runs higher, say after storm repairs or a rent increase, we document why on the 433-A so the hardship is clear on paper.
Time spent in this status still counts toward the 10-year collection statute expiration date. For some people, that clock running out is what finally closes the case.
Penalty abatement
IRS Penalty Abatement for Houston Taxpayers
Feb. 3, 2025
The IRS filing and payment deadline for Harris County after Hurricane Beryl (IR-2024-191).
Failure-to-file and failure-to-pay penalties can be a big share of a balance in Houston. Penalty abatement removes them through first-time relief, if your record was clean for the three prior years, or reasonable cause, such as a serious illness or a storm that wiped out your records.
Harris County has been covered by several IRS disaster postponements: to January 31, 2018 after Harvey, to November 1, 2024 after the spring 2024 storms, and to February 3, 2025 after Beryl. If the IRS charged you a penalty for a stretch inside one of those windows, it's worth asking for relief.
- Hurricane Harvey: deadlines moved to Jan. 31, 2018
- Spring 2024 storms: deadlines moved to Nov. 1, 2024
- Hurricane Beryl: deadlines moved to Feb. 3, 2025
IRS audits
IRS Audit Representation in Houston
1919 Smith St.
Downtown federal building with the IRS assistance center and a Taxpayer Advocate office. Appointments: 844-545-5640.
The IRS settles the bulk of its audits through letters alone. When it wants to meet in person, an office audit for Houston taxpayers can mean a trip to the federal building downtown at 1919 Smith Street, which also houses a Taxpayer Advocate Service office.
You don't have to sit across from the examiner. With Power of Attorney on file, an enrolled agent goes in your place, brings organized records and handles the follow-up requests, so nothing gets answered off the cuff.
An audit sometimes turns up older problems, like unpaid 941 deposits or a joint return with a former spouse. We take those on too, including innocent spouse relief when the debt belongs to someone else.
