Owe $50,000 or less, and most Californians can set up a streamlined installment agreement online or by phone without laying out their finances. Bigger balances, or requests for a lower payment, bring in Form 433-A, where the IRS compares what you spend with its county standards.
Those standards swing widely across California. For a family of four in 2026, the housing and utilities figure is $5,776 a month in San Francisco County, $4,141 in Los Angeles County, $2,883 in Fresno County and $2,771 in Kern County.

Fresh Start isn't a special application you file. It's a set of IRS policy changes from 2011 that apply nationwide: liens generally filed only once a balance passes $10,000, streamlined installment agreements for balances up to $50,000, and a more workable Offer in Compromise.
In California, where one vested stock grant or a year of unreported gig income can push a balance into five figures, those thresholds decide a lot. Staying under $50,000 often means a plan without a full financial review. Be careful with companies that sell Fresh Start as debt forgiveness. The IRS decides every case.

The window Californians have to ask for a hearing once a final levy notice arrives.
The path to a wage levy is the same in Redding as in San Diego. A CP504 warns of a levy, then the final notice, LT11 or Letter 1058, gives you 30 days to request a Collection Due Process hearing. Let that window pass and your employer can be ordered to send part of every check to the IRS.
What you keep is the Publication 1494 exempt amount, which depends on filing status and dependents, not on where you live. In a high-rent county, that can fall far short of rent. The IRS generally won't levy while an installment agreement is in effect, so a plan or hardship status is usually how a release happens.

An Offer in Compromise asks the IRS to accept less than the full balance because it can't reasonably collect it all before the collection statute expiration date, generally 10 years from assessment. You send Form 656, Form 433-A (OIC), a $205 fee, and 20% of a lump-sum offer up front.
California's county allowances cut both ways. A family of four in Santa Clara County is allowed $5,496 a month for housing, which can leave little income the IRS considers available. Home equity pulls the other direction, because the IRS counts it in the offer amount, and California home values can make that number large.

A federal tax lien is a public claim recorded with the county. It doesn't move money, but it can stall a home sale or refinance anywhere in California. A levy does move money: wages, a bank balance, business receivables, or payments from a broker or app platform.
Bank levies run on a fixed clock. The bank freezes the funds and holds them 21 days before paying the IRS, which is the window for a bank levy release. For liens, the IRS can discharge one property for a sale, subordinate its lien so a refinance can close, or withdraw the notice after a qualifying direct debit plan.

Back taxes in California usually start with income that had too little withheld. Many employers withhold on vested RSUs at the flat 22% supplemental rate, while plenty of tech earners sit in the 32%, 35% or 37% bracket. Add 1099 film crews, port truckers and app drivers, and the gap adds up across the state.
Unfiled returns make everything harder. The IRS won't approve a plan or offer until filing is current, and it may already have prepared substitute returns from your W-2s and 1099s with no deductions. We file accurate returns first, then resolve the balance.
Employers with unpaid payroll tax on Form 941, or farm payroll on Form 943, come first, since the IRS can assess owners personally for the withheld share.

Currently not collectible status pauses IRS collection when paying would leave you unable to cover basic living costs. Levies stop. Interest doesn't, a lien can still be filed, and the IRS reviews your income later, so it's a pause rather than an ending.
Because the IRS uses county numbers, the same income can mean hardship in one California county and a payment plan in another. A single person is allowed $4,185 a month for housing and utilities in San Francisco County and $2,008 in Kern County. Car operating costs run $365 a month in the Los Angeles metro and $299 outside the big metro areas.
If the debt traces to a former spouse's income on a joint return, innocent spouse relief may fit better, and we check that first.

Penalty abatement asks the IRS to remove failure-to-file and failure-to-pay penalties through first-time relief or reasonable cause. In California, disasters come up often, and an IRS disaster postponement can mean a late penalty should never have been charged.
After the 2023 winter storms, the IRS moved most 2022 deadlines to Nov. 16, 2023, for 55 of California's 58 counties, all but Lassen, Modoc and Shasta. Storms that began Jan. 21, 2024, moved San Diego County's deadlines to June 17, 2024, and the January 2025 wildfires moved Los Angeles County's to Oct. 15, 2025.
