Why Military, Border, and Tourism Pay in San Diego Turns Into IRS Debt

San Diego is a Navy town, a Marine Corps town, a border town, and a vacation town all at once. That mix pays people in a lot of different ways. Military pay with orders that move the whole family. Stock grants at research companies. Tips and seasonal shifts. Freight and business on both sides of the border.

Each of those has its own way of leaving the IRS out. A deployment pushes a filing deadline and then the extra time gets forgotten. A side business never had estimates paid. A spouse's job changed with a move and nobody updated the withholding. Income earned in Mexico still belongs on the U.S. return, and some people don't realize it until a letter comes.

None of that makes you a bad taxpayer. It means the paperwork fell behind your life. We pull your IRS transcripts, find out what's filed and what's owed, and work with the IRS so you don't have to sit on hold between shifts.

Tax relief in San Diego, by trade

Who Calls Us From San Diego

The jobs are different, but the story repeats: the money came in, the tax didn't get set aside, and life moved faster than the paperwork.

Sailors, Marines, and Military Spouses

Deployments, PCS orders, and a spouse restarting a career every few years make returns easy to miss. Special military deferral and combat zone rules may apply. We sort out what's open and request the relief that fits your service.

Veterans Running Their Own Business

San Diego County is home to more than 183,000 veterans. Many start contracting, consulting, or security businesses after service, and estimated taxes are new territory. We file the missing years and set up a plan that fits the business.

Cross-Border Drivers and Freight Businesses

Owner-operators running freight through the Otay Mesa commercial crossing, customs brokers, and small logistics firms. Income can land on both sides of the border, and the IRS wants all of it reported. We straighten out the filings and talk to the IRS for you.

Restaurant, Hotel, and Tourism Workers

Servers, bartenders, tour guides, and the owners who employ them. Summer brings big weeks and cash tips, winter brings a slowdown, and the tax side gets put off. We help with unreported tips, payroll balances, and missed returns.

Biotech and Research Employees With Stock Pay

Scientists and staff at research companies who get stock grants or options. Withholding on vested shares is often far less than the final bill, and options can trigger the alternative minimum tax. We work out a plan and check the stock sales for basis errors.

Contractors and Remodelers

Kitchen and bath crews, solar installers, and handymen working jobs from Oceanside to Chula Vista. Most get paid per job with nothing withheld. We rebuild unfiled years with real costs and get you current with the IRS.

Military families

Military Pay, Moves, and IRS Debt in San Diego

Between the Navy's ships on the bay and Camp Pendleton, the largest employer in North San Diego County for more than 60 years, a lot of military families live here. Military pay itself has withholding. The problems come from everything around it: a spouse's 1099 work, a rental back at the last duty station, or a return that got lost in a deployment.

Federal law gives service members tools most people don't have. Deadlines are extended for time served in a combat zone. And if service has materially affected your ability to pay income tax, you can ask the IRS to defer it until up to 180 days after you get out, with interest capped at 6% in some hardship cases.

Both sides of the border

Cross-Border Work and What the IRS Expects

The San Ysidro crossing is the busiest land port in the Western Hemisphere, according to the federal agency that runs the building. Plenty of people in San Diego County live on one side and work, sell, or haul freight on the other. That's normal here. The tax part is where people get caught.

U.S. citizens and residents report income from every country on their U.S. return, including wages and business income from Mexico. Tax paid in Mexico can often offset part of the U.S. bill through the foreign tax credit. But leaving the income off entirely can lead to an audit or a large balance once the IRS finds it.

After the storms

The 2024 Floods, Postponed Deadlines, and Balances That Stayed

Severe storms and flooding that began on January 21, 2024 hit neighborhoods across San Diego County. The IRS moved filing and payment deadlines for the whole county to June 17, 2024. A year earlier, winter storm relief had already pushed 2022 returns for the county to November 16, 2023.

Those postponements bought time, but they didn't erase anything. For families who were cleaning out a flooded house or replacing a car, the tax return was the last thing on the list, and some never got filed. Penalties and interest started again once the relief period ended.

Local help

IRS Offices and Free Help in San Diego County

The IRS Taxpayer Assistance Center in San Diego is downtown at 880 Front Street, and North County residents can use the one in San Marcos. Both are appointment only. The Taxpayer Advocate Service, which helps when a case is stuck or causing real hardship, has its own office nearby at 701 B Street.

If your income is limited, two Low Income Taxpayer Clinics on the IRS list serve the county: the Legal Aid Society's clinic and the University of San Diego LITC. They can represent you for free or a small fee. Our consultation is free, and if a clinic suits you better, we'll point you there.

Discreet help

You Don't Have to Explain How It Happened

Owing the IRS can feel like something to hide. Plenty of the people who call us haven't told anyone, and some stopped opening the mail a while ago. That's far more common than it feels, and it's nothing we judge.

Your consultation is free and confidential. Once you hire us and Power of Attorney is on file, the IRS deals with us, so the calls and the back-and-forth stop landing on you.

How We Keep It Discreet

  • A free, confidential first conversation
  • No judgment about how it happened
  • Once Power of Attorney is filed, the IRS contacts us
  • Phone, secure document portal, and video, with no office visit

How it works

Your IRS Case From San Diego, Step by Step

For IRS tax relief, San Diego clients go through the same four steps with us, and the first one is free.

  1. Free Consultation

A representative calls you back, listens to what is going on, and tells you whether we can help.

  2. Power of Attorney

We file Form 2848 so the IRS contacts us instead of you.

  3. Transcripts and Returns

We pull your IRS transcripts and get any missing returns filed.

  4. Request to the IRS

We submit the program request on your behalf. The IRS reviews and decides.

Timelines and outcomes are determined by the IRS based on the facts of each case. Results vary and are not guaranteed.

IRS Tax Resolution Services for San Diego Households and Businesses

Whether the IRS letter landed in a base housing mailbox, a Chula Vista apartment or a North County shop, these are the programs we use to settle IRS debt or bring the monthly cost down. Each one is explained with the numbers the IRS actually applies to people in San Diego.

IRS payment plans

IRS Payment Plans and Installment Agreements for San Diego Taxpayers

$4,218 a month

IRS 2026 housing and utilities allowance for a family of four in San Diego County.

If you owe IRS money and the balance is $50,000 or less, a streamlined installment agreement is usually the simplest route in San Diego. The IRS generally approves it without a full financial statement, as long as your returns are filed and the plan pays the debt off within the IRS time limit.

Above $50,000, the IRS asks for Form 433-A and measures your spending against local standards. For housing and utilities in San Diego County, the 2026 allowance is $4,218 a month for a family of four. Costs above the standard can be allowed, but only when you show the IRS why they're necessary.

An enrolled agent on our team builds that statement around your real lease, childcare and commute, so the payment the IRS sets is one your household can keep making through PCS orders, slow seasons and everything else.

Fresh Start

What the IRS Fresh Start Program Means in San Diego

$50,000

The balance limit for a streamlined installment agreement since the Fresh Start changes.

Fresh Start is the name for a 2011 package of IRS policy changes, not a form you file. The IRS raised the balance at which it generally files a federal tax lien to $10,000, and it opened streamlined installment agreements to balances up to $50,000.

For a Navy family or a small contractor in San Diego, the practical value is staying under those lines. Paying a balance down below $50,000 can open the simpler plan. Ads claiming Fresh Start forgives debt on its own are misleading, and the IRS still reviews every request.

  • Lien filing threshold generally $10,000
  • Streamlined installment agreements up to $50,000
  • Wider room to qualify for an Offer in Compromise

Wage garnishment

Stopping an IRS Wage Garnishment in San Diego

30 days

The window to ask for a Collection Due Process hearing once an LT11 or Letter 1058 arrives.

The IRS doesn't garnish wages out of nowhere. A CP504 notice usually comes first, then a final LT11 or Letter 1058, which opens a 30-day window to request a Collection Due Process hearing. Once that passes, your employer can be ordered to send most of each paycheck to the IRS.

The levy repeats every payday until it's released, and you keep only the exempt amount in Publication 1494, which depends on your filing status and dependents. In San Diego it reaches hotel, hospital and research-lab payrolls alike. An installment agreement or hardship status is usually what gets the IRS to release it.

  • CP504: notice of intent to levy
  • LT11 or Letter 1058: final notice, 30 days to request a hearing
  • Employer levy: continues until the IRS releases it

Offer in Compromise

Offer in Compromise Help in San Diego

$349 a month

IRS 2026 operating allowance for one vehicle in the San Diego metro area.

An Offer in Compromise asks the IRS to accept less than you owe because your income and equity can't realistically cover the balance before the collection statute expiration date. The package is Form 656 with Form 433-A (OIC), a $205 application fee, and 20% of the amount offered if you choose a lump sum.

The IRS figures what it could collect using allowances tied to where you live. In the San Diego metro area, that includes $349 a month to operate one car, plus up to the national $703 for a car loan or lease payment. We test the math with your numbers before anything is filed.

Liens and levies

Federal Tax Lien and Levy Help in San Diego

21 days

The days a bank keeps levied money frozen before it goes to the IRS.

A federal tax lien is the IRS's public claim on what you own, filed with the county recorder. A levy is the IRS actually taking money from a bank account, a paycheck, or what customers owe your business. The lien gets in the way when you sell or refinance. The levy empties the account.

After a bank levy, the bank holds the money for 21 days before paying the IRS, so that's when a bank levy release request matters most. For San Diego homeowners trying to sell or refinance, the right lien tool depends on the deal.

  • Discharge: frees one property from the lien
  • Subordination: lets a lender go ahead of the IRS
  • Withdrawal: removes the public notice
  • Release: follows once the balance is paid

Back taxes

Back Taxes and Unfiled Returns in San Diego

309,797

Businesses with no payroll in San Diego County (Census, 2024), where owners handle their own tax.

San Diego County had 309,797 nonemployer businesses in 2024, Census figures show: one-person shops, rideshare drivers, consultants and contractors with no payroll and nobody withholding tax. Add summer tips and income earned across the border, and back taxes here tend to build without anyone noticing until a notice arrives.

If years are missing, the IRS may file a substitute return that ignores your expenses. We pull your transcripts, replace those with real returns and get you current, because the IRS generally won't approve a plan or a settlement while returns are unfiled.

Currently Not Collectible

Currently Not Collectible Status in San Diego

$3,057 a month

IRS 2026 housing and utilities allowance for one person in San Diego County.

When any payment would put you behind on rent, food or the car you need for work, the IRS can mark your account currently not collectible. Levies stop. Interest and penalties keep growing, a lien can still be filed, future refunds can be applied to the debt, and the IRS checks your income again later.

The test uses the same county allowances, so a single adult in San Diego County is measured against $3,057 a month for housing and utilities. Service members have a separate option: if military service affected your ability to pay, you can ask the IRS to defer income tax until up to 180 days after you leave.

Penalty abatement

IRS Penalty Abatement in San Diego

June 17, 2024

The postponed IRS deadline for San Diego County after the January 2024 floods.

Failure-to-file and failure-to-pay penalties can add a quarter or more to what you owe. Penalty abatement can remove them through first-time relief, if your record was clean for the three prior years, or through reasonable cause, such as a serious illness, a death in the family, or a disaster.

San Diego County has had two IRS disaster postponements in recent years. After the floods that began January 21, 2024, deadlines moved to June 17, 2024. After the 2023 winter storms, they moved to November 16, 2023. A penalty charged for a period those dates covered deserves a second look.

IRS audits

IRS Audit Representation in San Diego

2 IRS offices

In San Diego County, downtown and in San Marcos, both by appointment at 844-545-5640.

Most audits start and finish by mail. When the IRS wants to meet in person, it happens at an IRS office, and the county has two: 880 Front Street downtown and 1 Civic Center Drive in San Marcos. Both work by appointment only.

With Power of Attorney on file, an enrolled agent attends for you, answers the examiner and keeps the review focused on what the IRS asked about. If a business audit turns up payroll tax or Form 941 gaps, or a joint return's debt belongs to a former spouse, we look at those too, including innocent spouse relief.

Frequently asked

IRS Tax Relief San Diego: Common Questions

Do I Have to Meet in Person to Work on My San Diego Case?

No. IRS representation is federal, so location does not affect our ability to file Power of Attorney, pull transcripts, or negotiate with the IRS. San Diego tax relief clients work with us by phone, secure document portal, and video.

I'm Active Duty in San Diego and Owe the IRS. Do I Have Any Special Options?

You might. If military service has materially affected your ability to pay income tax that came due before or during service, you can ask the IRS to defer it until up to 180 days after you get out. Time in a combat zone also extends your deadlines. We can tell you which rules fit your service record and handle the request.

Where Is the IRS Office in San Diego?

The IRS Taxpayer Assistance Center downtown is at 880 Front Street, Suite 1247, and there's another one in San Marcos for North County. Each one takes appointments only, and you schedule through 844-545-5640. With our Power of Attorney on file, the IRS talks to us, so most clients never need to go in.

I Earn Money in Tijuana, Mexico but Live in Chula Vista. What Does the IRS Expect?

If you're a U.S. citizen or resident, the IRS taxes your income from everywhere, including wages or business income from Mexico. Tax you pay in Mexico can often reduce what you owe here through the foreign tax credit. If you've left that income off past returns, we help you get those years corrected and work out the balance.

My Home Flooded in January 2024 and I Fell Behind. What Now?

The IRS gave San Diego County until June 17, 2024 to file and pay, but it didn't erase anything owed. If returns are still missing, we rebuild them from IRS transcripts and whatever records you have left. Then we look at payment plans and whether penalty relief applies to your situation.

Where Can I Find Free IRS Help in San Diego County?

Two Low Income Taxpayer Clinics serve the area: the Legal Aid Society's clinic in San Diego and the University of San Diego LITC. The Taxpayer Advocate Service also has a local office at 701 B Street, Suite 902. If your income qualifies for a clinic and that's the better fit, we'll tell you during the free consultation.

I Got Letter 725-B. Is a Revenue Officer Coming to My House?

Not without warning. Since 2023, the IRS has mostly stopped unannounced visits, and Letter 725-B is how a revenue officer sets up a meeting. It does mean your case is serious. Call us before the date on the letter. With Power of Attorney, we can meet the officer for you with your financial picture ready.

How Quickly Can You Start on My Case?

A representative reaches out within minutes after you submit. Form 2848 can be filed the same day, and from then on IRS contact runs through us. Resolution timelines depend on the case and on the IRS, so we do not advertise a fixed number.

Do You Take Cases Under $10,000 in Tax Debt?

We generally focus on clients with $10,000 or more in federal IRS tax debt or significant unfiled tax years. Every case is reviewed individually before we say yes or no.
