Why Steady Work in Los Angeles Still Ends in an IRS Bill

Los Angeles runs on work that pays in pieces. A camera assistant books a three-week shoot, then nothing until spring. A driver stacks Uber, DoorDash, and Instacart in the same week. A cut-and-sew shop pays its crew every Friday and falls behind on deposits. None of that is unusual here. It just leaves a lot of people with nothing set aside for the IRS.

The IRS doesn't see the slow months. It sees the 1099s, the W-2s, and whatever wasn't paid. Skip a year of filing and the IRS can build its own return for you, with none of your expenses counted. Then come the penalties, the interest, and letters that get firmer every time.

Plenty of families in the county also lost months to the January 2025 fires, when the IRS pushed deadlines to October 15, 2025. That date has come and gone. We start with your IRS transcripts, see which years are still open, and work from the IRS's own numbers so nothing is a guess.

Tax relief in Los Angeles, by trade

Los Angeles Workers Who Most Often Owe the IRS

Different jobs, same gap: the money came in, and nothing went to the IRS. This is what it looks like across the county.

Film, TV, and Music Freelancers

Grips, editors, writers, and session players often mix payroll checks with 1099 work, and the gaps between projects make estimates easy to skip. A long stop like the 2023 strikes can leave a bill from the busy year before with no work to pay it. We file what's missing and set up a plan based on what you earn now.

Uber, Lyft, and Delivery App Drivers

Apps only send a 1099-K once you pass $20,000 and 200 payments, but every dollar is still income. If a few years went unfiled, we rebuild them with your real mileage, which often lowers the balance the IRS figured on its own.

Garment Shop Owners and Small Manufacturers

Los Angeles County has more than 1,300 apparel manufacturing businesses, about eight times the national concentration. When orders slow down, the 941 deposit is often the payment that slides. We take over IRS contact and work the payroll balance before it lands on the owners personally.

Restaurants, Food Trucks, and Taquerías

Cash sales, tipped staff, and thin margins make payroll and income records hard to keep straight. If the IRS has questioned your income or your 941s, we answer for you and put together the numbers the IRS actually reviews.

Salons, Barbers, and Cash Businesses

Booth renters and shop owners who take cash and Zelle sometimes underreport without meaning to. When an audit letter or a big balance shows up, we represent you and work out what you really owe.

Families Hit by the January 2025 Fires

Lost records, a move, or months of disruption can stall a return. Relief payments that insurance didn't cover generally aren't taxable. We rebuild missing years from IRS transcripts and ask for penalty relief when the fires were the reason.

Film and TV work

How Entertainment Pay in Los Angeles Turns Into Back Taxes

A lot of entertainment work in Los Angeles pays in bursts. You might get W-2 checks through a payroll company on one show, then invoice on a 1099 for the next, with residuals and a dry spell mixed in. The withholding on the W-2 side rarely covers the 1099 side.

So April brings one bill for the whole year, plus an underpayment penalty. Some people stop filing because they can't pay, and that makes it worse. The penalty for not filing grows ten times faster each month than the penalty for filing and paying late.

We sort out which income was W-2 and which was 1099, claim the business costs the law allows on the 1099 work, and file. Then we look at a payment plan, an offer, or hardship status based on what you make between gigs, not on your best year.

Disaster years

When Storms and Fires Moved IRS Deadlines in Los Angeles County

The county has had two federal disaster postponements in three years. Each one bought time to file and pay. Neither one shrank the tax, and a disaster year is often exactly where a run of unfiled years begins.

  1. January 2023

    Winter Storms

Deadlines for Los Angeles County and most of California moved first to May 15, then to November 16, 2023.

  2. January 2025

    Wildfires and Windstorms

Returns and payments due from January 7 on moved to October 15, 2025, for every address in the county.

  3. February 2025

    Relief Payments Kept Tax-Free

The IRS confirmed that qualified fire relief payments to county residents, nonprofit aid included, stay out of taxable income.

If a storm or the fires knocked your filing off track, we start with what the IRS already has on record, rebuild the missing years, and then look at which program fits the balance.

After the fires

The January 2025 Fires and Your IRS Deadlines

The wildfires that started January 7, 2025 led the IRS to postpone deadlines for everyone with an IRS address in Los Angeles County, not just the burn areas. 2024 returns, estimated payments, and quarterly payroll returns due between January 7 and October 15, 2025 all moved to October 15.

That postponement is over. A 2024 return that still isn't filed is late now, and penalties count from the October date. One rule does work in your favor: fire relief payments that insurance didn't cover, including help from nonprofits, aren't taxable.

If you got a 1099-MISC for that money, you don't have to report it as income. And if the fires are why a return or a payment ran late, that's exactly the kind of reason the IRS weighs when we ask it to take penalties off.

Where the IRS Works in Los Angeles County, and Where to Find Free Help

The IRS runs four Taxpayer Assistance Centers in the county: Room 1259 of the downtown federal building, 9350 East Flair Drive in El Monte, 6230 Van Nuys Blvd. in Van Nuys, and 501 W. Ocean Blvd. in Long Beach. All of them work by appointment, which you book at 844-545-5640.

The Taxpayer Advocate Service, an independent office inside the IRS, sits in that same downtown federal building. It steps in when an IRS problem is causing real financial harm or the normal process has stalled. For lower incomes, Bet Tzedek, KYCC, and the Pepperdine LITC offer free or low-cost representation.

You don't have to go in at all. With Power of Attorney on file, we deal with the IRS for you by phone and in writing. If a revenue officer mails Letter 725-B to set a meeting, call us before the date and we can take that meeting.

Discreet help

You Don't Have to Explain How It Happened

Owing the IRS can feel like something to hide. Plenty of the people who call us haven't told anyone, and some stopped opening the mail a while ago. That's far more common than it feels, and it's nothing we judge.

Your consultation is free and confidential. Once you hire us and Power of Attorney is on file, the IRS deals with us, so the calls and the back-and-forth stop landing on you.

How We Keep It Discreet

  • A free, confidential first conversation
  • No judgment about how it happened
  • Once Power of Attorney is filed, the IRS contacts us
  • Phone, secure document portal, and video, with no office visit

Tax Resolution Services in Los Angeles

If you owe IRS money and live anywhere from the Valley to the Harbor, these are the programs we use to settle IRS debt or make it manageable. Each one below is explained for how it actually plays out in Los Angeles.

IRS payment plans

IRS Payment Plans and Installment Agreements in Los Angeles

$4,141 a month

IRS 2026 housing and utilities allowance for a family of four in Los Angeles County.

Most people who owe the IRS in Los Angeles end up on an installment agreement. If your total balance is $50,000 or less, you can usually get a long-term plan without handing over a full financial statement.

Above that, the IRS asks for Form 433-A and compares your budget to its own allowances. Those allowances are local. For housing and utilities in Los Angeles County, the 2026 figure for a family of four is $4,141 a month, one of the higher numbers in the country.

An enrolled agent on our team builds the 433-A with your real rent, car costs and childcare, so the monthly payment the IRS asks for is one you can actually keep.

Fresh Start

The IRS Fresh Start Program in Los Angeles

$10,000

The balance the IRS generally uses as its lien filing threshold since Fresh Start.

Fresh Start isn't one application. It's the set of IRS changes from 2011 that raised the lien filing threshold to $10,000, widened streamlined payment plans to $50,000, and made Offers in Compromise easier to qualify for.

For a lot of Los Angeles households, that means the realistic path is a streamlined plan that keeps a lien off the public record, or an offer if the numbers really don't work. Be wary of anyone who says Fresh Start wipes out a balance on its own. The IRS reviews every case.

  • Lien filing threshold raised to $10,000
  • Streamlined payment plans up to $50,000
  • More flexible Offer in Compromise math

Wage garnishment

How to Stop an IRS Wage Garnishment in Los Angeles

30 days

To request a Collection Due Process hearing after an LT11 or Letter 1058.

An IRS wage garnishment usually follows a CP504 notice and then a final LT11 or Letter 1058. After that, your employer gets a levy and holds back everything above the exempt amount in Publication 1494, every payday, until the IRS releases it.

In Los Angeles we see it on studio payrolls, hospital shifts and warehouse checks alike. The fastest release usually comes from getting a payment plan or Currently Not Collectible status in place, because the IRS generally won't keep a levy running once an agreement is in effect.

Offer in Compromise

Offer in Compromise in Los Angeles

$205 + 20%

Form 656 application fee, plus 20% of a lump-sum offer paid up front.

An Offer in Compromise lets you settle IRS debt for less than the full balance when your income and assets can't cover it before the collection statute expiration date. You file Form 656 with Form 433-A (OIC), a $205 application fee, and an initial payment, which is 20% of the offer if you choose a lump sum.

Because the IRS uses Los Angeles County's higher housing and transportation allowances in the math, some households here qualify where the same income elsewhere wouldn't. We run the numbers before anything is filed.

Liens and levies

IRS Tax Lien and Tax Levy Help in Los Angeles

21 days

How long a bank holds levied funds before sending them to the IRS.

A lien and a levy are different problems. A federal tax lien is a public claim against your property, recorded locally, that gets in the way when you sell or refinance. A levy actually takes money: a bank account, wages, or payments owed to your business.

When a bank account is levied, the bank holds the funds for 21 days before sending them. That's the window for a bank levy release. For liens, we look at discharge, subordination, or withdrawal after a direct debit plan, depending on what you're trying to do with the property.

Back taxes

Back Taxes and Unfiled Returns in Los Angeles

108,563 jobs

In film, TV and sound recording in Los Angeles County (BLS, 2024), much of it paid on a 1099.

Los Angeles County has more than 108,000 film, TV and recording jobs, and a lot of that work pays on a 1099 with nothing withheld. Add delivery apps and the garment and restaurant trades, and back taxes here usually start with income no one was holding tax out of.

The first step is filing what's missing, because the IRS won't settle anything while returns are unfiled. If the IRS already filed a substitute return for you, we replace it with one that counts your real expenses.

Currently Not Collectible

Currently Not Collectible Status in Los Angeles

$365 a month

IRS 2026 vehicle operating allowance for one car in the Los Angeles metro area.

If paying anything at all would leave you short on rent and food, the IRS can mark your account currently not collectible. Collection pauses, including levies. Interest still adds up, a lien can still be filed, and the IRS checks your income again later.

The same county allowances drive this decision. In a high-cost area like Los Angeles, a household can be in real hardship at an income that looks fine on paper, and we document that on Form 433-A.

Penalty abatement

IRS Penalty Abatement in Los Angeles

Oct. 15, 2025

The IRS deadline for Los Angeles County after the January 2025 wildfires.

Penalties can be a big share of what you owe. Penalty abatement can remove failure-to-file and failure-to-pay penalties for first-time relief or reasonable cause, like a serious illness or a disaster.

Disasters matter here. After the January 2025 wildfires, the IRS pushed Los Angeles County deadlines to October 15, 2025, and after the 2023 winter storms, to November 16, 2023. If a penalty was charged for a period those dates covered, it's worth asking the IRS to take it off.

IRS audits

IRS Audit Representation in Los Angeles

4 IRS offices

In Los Angeles County, all by appointment at 844-545-5640.

Most IRS audits are done by mail. If yours turns into an office audit, it can mean a meeting at one of the IRS offices in Los Angeles County, downtown, in El Monte, in Van Nuys, or in Long Beach.

With Power of Attorney on file, an enrolled agent attends for you, answers the examiner and organizes the records. We also look at payroll tax and 941 problems for business owners, and at innocent spouse relief when a joint return's debt really belongs to a former spouse.

Frequently asked

IRS Tax Relief Los Angeles: Common Questions

Do I Have to Meet in Person to Work on My Los Angeles Case?

No. IRS representation is federal, so location does not affect our ability to file Power of Attorney, pull transcripts, or negotiate with the IRS. Los Angeles tax relief clients work with us by phone, secure document portal, and video.

Where Can I Get Free IRS Help in Los Angeles?

If your income is at or under 250% of the federal poverty guidelines, a Low Income Taxpayer Clinic may represent you for free or a small fee. Bet Tzedek, KYCC, and the Pepperdine LITC all serve the area, and KYCC and Pepperdine work in Spanish. The Taxpayer Advocate Service has a downtown office too. Our consultation is free, and if a clinic fits better, we'll tell you.

I Work in Film and TV and Didn't Pay Estimates. What Happens Now?

The IRS bills the tax plus an underpayment penalty, then adds interest until it's paid. If you can't pay it all, an installment agreement helps, because the IRS generally can't levy while one is in effect. Before you agree to any number, we check that the gear, travel, and other costs from your 1099 work were claimed.

My Home Burned in the January 2025 Fires. Do I Owe Tax on the Help I Got?

Usually not. Qualified wildfire relief payments for losses, extra living costs, or lost wages aren't taxable, as long as insurance didn't already pay for the same thing. That includes help from nonprofits. If the IRS asks about a 1099-MISC you left off, the Federal Disaster Tax Relief Act of 2023 is the law to point to, and we can answer that notice for you.

I Missed the October 15, 2025 Fire Deadline. What Now?

File as soon as you can. The postponement covered returns and payments due from January 7 through October 15, 2025, and anything filed after that is late. Penalties and interest build from that date, so a late return still beats no return. If the fires are the reason you fell behind, we can ask the IRS to remove penalties for reasonable cause.

Can the IRS Garnish My Paycheck From a Studio or Payroll Company?

Yes. An IRS wage levy goes to whoever issues your W-2, entertainment payroll companies included, and it takes part of every check until the IRS releases it. Once a payment plan or another resolution is in place, we ask the IRS for that release.

I Own a Garment Shop and Fell Behind on Payroll Taxes. Am I Personally Liable?

You can be. The income tax and Social Security withheld from your workers' checks are trust fund taxes, and the IRS can assess the unpaid part against any responsible person who willfully didn't pay it over. We file the missing 941s, get your deposits current, and work the balance into a program the IRS will consider.

How Quickly Can You Start on My Case?

A representative reaches out within minutes after you submit. Form 2848 can be filed the same day, and from then on IRS contact runs through us. Resolution timelines depend on the case and on the IRS, so we do not advertise a fixed number.

Do You Take Cases Under $10,000 in Tax Debt?

We generally focus on clients with $10,000 or more in federal IRS tax debt or significant unfiled tax years. Every case is reviewed individually before we say yes or no.
