Why Travel Nurses Get IRS Bills Years Later
A travel contract usually splits your pay in two: a modest taxable hourly rate and larger stipends for housing and meals. Paid under an accountable plan, those stipends aren't reported as wages on your W-2 (IRS Pub. 463). But that treatment depends on you actually traveling away from a tax home, and the agency can't decide that for you.
The IRS doesn't take the agency's word for it. If you gave up your apartment, stayed with friends between contracts, or kept extending at one hospital past a year, an examiner can conclude you were never away from home. Then the stipends become income for every year under audit, with tax you never had withheld.
Side work stacks on top. PRN shifts paid on a 1099 have nothing withheld, and you owe 15.3% self-employment tax on the net (IRS, self-employment tax). And if you already owe for an earlier year, the IRS can keep this year's refund to pay it (IRS Topic 203), which hurts most during a gap between contracts.

How a Tax Home Audit Turns Stipends Into Back Taxes
If you don't have a main place of work, as many travelers don't, the IRS uses three factors to find your tax home. Do you work in the area of your main home and stay there while you do? Do you pay living costs there that double up while you travel? And have you kept your ties to the area, through family there or frequent stays (IRS Pub. 463)?
Meet all three and your tax home is that home. Meet two and it comes down to the facts. Meet only one and the IRS treats you as an itinerant, whose tax home is wherever the work happens to be, so no assignment ever counts as travel away from home.
The one-year rule is the second trap. An assignment in one place realistically expected to run more than a year is indefinite, and the living allowances paid for it go into your income. Short contracts at the same hospital that add up to a long stay can be treated the same way, and an accuracy-related penalty of 20% can ride on top (IRS, accuracy-related penalty).

Installment Agreement
If you owe $50,000 or less and your returns are filed, you can generally apply online for a long-term plan. While a plan request is pending, the IRS is generally barred from levying your wages.
Wage Garnishment Release
A levy on your agency pay continues every pay period until the debt is paid, released, or covered by another arrangement. We request the release along with a plan the IRS can approve.
Penalty Abatement
Failure-to-file and failure-to-pay penalties may come off with a clean three-year history. Other penalties, including the accuracy-related one from an audit, can be challenged when you acted in good faith and can show reasonable cause.
